Tonga’s Country Performance Portfolio Review (CPPR) is held annually in partnership with the World Bank to assess the progress and impact of World Bank-financed projects in Tonga.
Last week, Tonga’s CPPR brought together the World Bank, the Ministry of Finance, Government Ministries (Implementing Agencies), Project Management Units and the Central Services Unit to review the progress of World Bank-financed projects and agree on practical actions to accelerate implementation and deliver stronger results for the people of Tonga.
Hon. Vika Sivoki Lavemaau, Minister of Finance in her opening remarks says “our responsibility is to deliver real results for Tonga, that is why Today’s Country Performance Portfolio Review is important. It shouldn’t be viewed simply as a reporting exercise but an opportunity for honest reflection, accountability and practical action.”

Ms. Tatiana Proskuryakova, World Bank Division Director, reaffirmed the World Bank’s strong support for its longstanding partnership with Tonga. Reinforcing the Minister’s message, she emphasised the importance of national ownership in ensuring effective project implementation and achieving meaningful development results for the people of Tonga. She stated, “When we look at the execution of the projects, what we are really looking at is the development results for the people of Tonga.”
Tonga’s World Bank portfolio currently comprises a budget support program link to Tonga’s reform agenda, seven projects across key sectors, including statistics, climate-resilient transport, education, health, trade facilitation, and correspondent banking. With a combined approved financing of US$235.67 million, these projects are being implemented by government ministries and agencies, including the Ministry of Finance, Tonga Statistics Department, the Ministry of Infrastructure, the Ministry of Education and Training, the Ministry of Health, the Ministry of Revenue and Customs, and the Ports Authority Tonga
The projects support Tonga’s efforts as outlined in the Tonga Strategic Development Framework (TSDF III) to strengthen essential services, build resilience, and deliver lasting development outcomes for the people of Tonga. This year’s CPPR focused on improving results and accountability to ensure that these investments are effectively translated into resilient impacts for Tonga and its people

Tonga’s Country Performance Portfolio Review was held at Tanoa Hotel and concluded with the signing of a Memorandum of Agreement between the Government of Tonga and the World Bank, reaffirming their shared commitment to strengthening the partnership and building a more resilient and prosperous future for Tonga.
