Mandate


The World Bank’s portfolio in Tonga consists of five active projects with net commitments of just over USD 90 million. The portfolio covers Transport, Social Health and Education, Urban, Rural and Resilience Statistics; and Macro Economics and Fiscal Management sectors. Over the next three years (FY20-FY21), the World Bank’s engagement with Tonga is expected to scale up to include projects in the Trade, Maritime, and Youth sectors. While the scale-up represents an important development opportunity for Tonga, implementation challenges exist across the entire portfolio and pose a significant risk to the successful outcome of these projects. Central Support Unit (CSU) 2.0 continues under the Ministry of Finance to address key implementation risks such as weak Monitoring and Evaluation (M&E) oversight and building capacity.


Central Services Unit 2.0

The staff were recruited nationally and internationally and consist of 16 team members: 

  • Programme Manager
  • Procurement Specialist
  • Financial Management Specialist
  • Environmental and Social Safeguard Specialist
  • Monitoring and Evaluation (M&E) Specialist
  • Communications and Training Coordinator

and four Support Officers: Finance Management Officer, Accounting Officers(2), Administration Officer, Cleaner/Office Support, and a Driver.

CSU Relationship with Project Management Units (PMUs)

The CSU's main role and responsibility is to support all World Bank International Development Association (IDA) 20 & 21 Projects specifically in; Procurement, Safeguards, Financial Management, Monitoring and Evaluation, Contracting and Engineering. 

Current Active National Projects are the:

  • Pacific Resilience Project under the Pacific Resilience Program (PREP)
  • Tonga Climate Resilient Transport Project II (TCRTP II)
  • Tonga Safe and Resilient Schools (TSRSP)
  • Statistical Capacity Innovation Project (SBICT)
  • Health Enhancement and Resiliency in Tonga Project (HEART)
