UNDP provided technical assistance to the capacity development of the Ministry of Finance & National Planning (MFNP) – in particular the M&E joint review team
Ministry of Finance & National Planning (MFNP) senior and middle management staff completed four (4) days intense training on Monitoring & Evaluation (M&E) held from 6/12/2016 to 9/12/2016. The training was conducted by Mrs. Varanisese Tawake, UNDAF M&E Manager from the UNDP Pacific Office in Suva as part of UNDP technical assistance program to the Pacific region.
The M&E training conducted was part of the MFNP internal review process of Ministries Departments and Agencies (MDAs)’ quarterly performance against their FY 2016/17 to FY2018/19 corporate plans (CPs) that were submitted to and approved by Parliament in June 2016. For the purpose of MFNP review, joint review teams which were formed consisted of staff from Budget & Corporate Planning Division (BCPD), National Planning & Economic Development Division (NPEDD) and Project & Aid Management Division (PAMD) each assigned specific line ministry to assess. The review mainly focused on the quality of CPs and assessed how planned outputs actually linked and supported the Tonga Strategic Development Framework II 2015-2025 (TSDF 2015-2025).
MFNP review team was led by Hon. Minister, Dr. ‘Aisake Valu Eke, who made clear & concise recommendations to all divisions including a revised corporate plan outputs as well as having SMART KPIs. Critical part of this whole exercise scrutinized mandate of MFNP as reflected in the current structure versus functions and how each division contribute to the TSDF II outcomes through their outputs.
Clear distinctions were discussed and agreed upon regarding inter-linkages between the Corporate Plan, Annual Management Plan (AMP). Corporate plan of a Ministry is a strategic document prepared from the TSDF II which then breaks down into an Annual Management Plan (AMP) that captures details activities at the divisional level which then be used to prepare the Individual develop the Individual Work plan (IWP) of an employee of the Ministry.
At the conclusion of the trainings, MFNP review team together with senior management developed a clear CP template that will be replicated to guide the internal review of the rest of MDAs. The internal review is scheduled to be held from 14/12/2016 to 19/12/2016 before actual review meeting with specific line ministries.
Hon. Minister, Dr. Aisake Valu Eke conveyed his appreciation to Ms. Osnat Lubrani, UNDP Resident Representative for her continuous support and assistance from UNDP to Tonga on the development of the national M&E framework and look forward to continue this arrangement into the future. He also expressed his gratitude to Ms. Varanisese Tawake for her commitment and clear guidance provided to MFNP review.
