The Prime Minister of the Kingdom of Tonga, Hon. Dr. ‘Aisake Valu Eke, participated as one of the key speakers in his capacity as a member of the Executive Committee and a representative of the host country of PRF at the Pacific Resilience Facility Partners Roundtable Talanoa held on the third day of the 2025 World Bank–International Monetary Fund (IMF) Annual Meetings in Washington, D.C.

The roundtable was guided by the theme: ‘Presentation of the Pacific Resilience Facility Capitalization Memorandum for Investors’.  During his remarks, Prime Minister Eke presented the Memorandum which was recently launched last month at the margins of the UNGA 80. The Memorandum intend to inform Investors and Partners on capital investment and due diligence for the PRF.  It will mark the opening of the formal PRF contributions window from September 2025 to December 2026.  Prime Minister added that the launching of the Memorandum has gained traction and interest from various development partner countries, and we expect the same on this investment base from other development partners and international financial partners.

Prime Minister Eke also highlighted that the Capitalization Memorandum will be in the form of enabling scale access to climate finance as the Pacific’s response, operated by the Pacific, for the Pacific.  A robust governance mechanism is critical to be in place to ensure accountability and transparency, supporting investor confidence in the Facility. 

 

The Prime Minister acknowledged the Bank for the support to strengthen the investment governance oversight of PRF, and the IMF Climate Finance Unit for convening consultations with multi-lateral development partners to explore opportunities for co-financing and collaboration. 

 

The attendance at the roundtable includes the Forum Economic and Finance Ministers, Sovereign Investors and multilateral partners and purposely to discuss how the PRF can strengthen collaboration with multilateral partners – to scale access to climate finance in innovative ways.  An overall positive reaction and support of the initiative from the partners and anticipates continuous works and collaborations with all partners.

The Pacific Resilience Fund (PRF), to be hosted in Tonga, as key tools to enhance resilience and financial preparedness.  The facility intends to help vulnerable groups exposed to climate change and disaster risks – a Pacific – owned, Pacific led solution.
